Fall 2027 Is the Refinery Turnaround Bulge

US refiners moved work out of this autumn, and the work now concentrates in the fall of 2027.

A refinery turnaround calendar that looked settled in February now has a lopsided autumn. According to Industrial Info Resources, an industry intelligence publisher and not a manufacturer or distributor, planned US crude unit outages for fall 2027 are 283,000 bpd higher than pre-war expectations (report dated 17 September 2026). If your plant buys instrumentation valves and fittings for outage work, the quoting conversation for that season belongs to the next few months, not to next summer.

What the refinery turnaround data says

The Industrial Info Resources report compares its planned turnaround schedules as of 9 September 2026 with the schedules it held on 1 February, before the Middle East conflict. Refiners have been running at high throughput with good operating margins, and the report describes a measurable uptick in maintenance deferrals as a result. The turnaround season normally peaks from September through November, so a deferral out of this fall is a decision to take the unit down a year later instead.

The figures are averages of planned crude unit outages, measured in barrels per day of crude capacity scheduled to be offline. They are not a count of parts, and they are not a spending figure: the report names no refiners and gives no maintenance budgets. Treat them as a shape, not a forecast for any one site.

Window Change What it means for a buyer
Fall 2026 144,000 bpd lower Scope that was expected this autumn has been pushed out.
Spring 2027 (January to April) 9,000 bpd lower Close to flat. No bulge to plan around.
Fall 2027 283,000 bpd higher The heavy window, and the one that includes work moved from 10 crude units at seven refineries.

Why the quoting window opens before the outage does

A deferred job does not disappear. A maintenance planner who moved a unit out of this autumn now has a fall 2027 work list that needs to be confirmed against the unit as it has run since.

The trade press describes the lead time on that process. Plant Services, in an article on refinery turnarounds published on 17 March 2026, says scoping and planning start 12 to 18 months out, and that in the preparation phase procurement moves from “we’ll need this” to delivery dates that have to hold. Fall 2027 is roughly eleven months away, so by that yardstick the scope for the bulge is being written now. The article gives no lead times for specific parts and neither do we.

The practical reading is that quoting is a planning step, not a purchase. A quote requested early gives the planner a priced bill of materials to put in front of the approval process, and it leaves time to find a second source if a line item is short.

How to plan the fall 2027 buy

Start from the instrument list, not the catalog. A crude unit outage touches every isolation point, sample tap, gauge and relief device on the unit, and each of those is a line item with a size, an end connection and a grade. These are the categories that usually carry the most tags:

Three steps keep the quote useful. First, separate the lines that were already specified for fall 2026 from the new ones: the deferred scope has a list, and it only needs checking against the unit as it runs today. Second, state the grade on the request. Corrosion-resistant service usually points to 316 stainless steel, and where we list a part in that grade, grade and rating are still confirmed per order. Third, say whether material documentation is required, because that changes what has to be gathered before shipment; our post on material test reports for fittings covers what to ask for.

We have already written about the chemical side of outage buying in chemical turnaround fittings, and that post is the place for corrosion and downtime arguments. This one is only about timing. If a line item does go on back order, what to do with a back-ordered fitting sets out the options.

Questions from maintenance planners

When should I ask for fall 2027 quotes?

Now is reasonable. Plant Services puts the start of scoping and planning at 12 to 18 months before an outage, and fall 2027 is roughly eleven months out. Your own turnaround schedule governs, not ours.

Does the report say my refinery moved its turnaround?

No. It names no refiners. It reports that work at 10 crude units across seven refineries moved from fall 2026 to fall 2027 and that fall 2027 planned outages are 283,000 bpd above pre-war expectations. Your own planning team knows whether you are one of them.

Is spring 2027 a problem?

The report puts January to April 2027 planned outages 9,000 bpd below pre-war expectations, which is close to flat. The concentration is in the fall.

What should a quote request include?

Tag or line number, size, end connection, quantity, the grade you need and the date you need it on site. Whether material documentation is required should be stated too. Grade and rating are confirmed per order.

Can you give a lead time for the bulge?

Not from this article. No source we fetched gives a part-level lead time, so we do not state one. Lead time is confirmed against the actual list.

Send the list while it is still a draft

A draft instrument list is enough for a first quote. Refine it as the scope firms up.

Technical note: The Industrial Info Resources report establishes how planned US crude unit outages shifted between fall 2026, spring 2027 and fall 2027 against pre-war expectations. It does not name refiners, give spending, or say anything about valves, fittings or parts demand, and the link between the schedule and your purchasing is our reading. Plant Services supports the general planning window only, not a lead time for any product. Nothing here is a price, stock level or lead time, and grade and rating are confirmed per order.
